Questions about LP System

Hey everyone,

Im still fairly new to League. I hit lvl 30 really late last season and got placed in Silver 4. I didnt play much after that and ended the season there. This season, after 10 terrible placement games, I was obviously placed in Bronze 5 and I started working my way out. It took me a while but I finally got out and Im sitting in B4 now. I have a weird issue now though with gaining LP.

I win more than I lose now, which is good, and should essentially get me out of Bronze, the issue though is that I gain only 12 LP for each win now, and every time I dont I lose 24 LP. So even with winning double the games I lose, I still sit in the same place. I thought this would fade away but it hasnt.

Can anyone explain to me whats going on? Why is this happening? And how can I fix/avoid this in the future?
