How come Darius passive bleed doesn't stack conqueror?

It doesn't stack or refresh conqueror at all from what I've tested out. I feel like it might be a pretty decent rune for him if it did.

And no, I'm not saying to make every tick stack or refresh conqueror. I'm talking about the rule where periodic damage only applies 1 stack every 5 seconds for conqueror if I'm remembering correctly.

I'm pretty sure Darius' innate is not an ability. I may be remembering incorrectly but I know I tested Rylai's on him at some point and I'm pretty sure the result was it did not proc Rylai's.

Conqueror is Darius' main rune.
