Quinn is unbalanced.

You are talking about the execute that can never reach its maximum damage.

You know what other champs have executes that are (Near) Instant?

If your "entire team" was actually so low that Skystrike could kill them, then any champion that actually is meant to do damage could do the same thing.

Remember, your doctor would like you to lay off the potato chips.

Quinn technically is unbalanced, as in not up to par with other AD carries.

Her passive is buggy as hell and the priority for the targeting sucks really bad.

Her vault is also pretty buggy in some cases where Quinn will stop at the target without backfliping to max range.

Basically, she is underpowered because of bugs. She is FAR from overpowered. She is pretty weak actually.
