PTA doesn't seem to trigger after Teemo Q duration ends

Played a game as Jax vs Teemo. He would Q, I would E then stun him. The duration of Q ends and I at least get 3 AA off but nets only 1 PTA stack. Sometimes I wouldn't be able to get any PTA stacks. IDK
