Lucians E should work like MF's W and Tarics passive

make the cooldown reduction effect scale down with CDR

so like maybe so it doesn't hit him to hard it should be,for every 2% CDR the CDRE on his E go down by 0.01 seconds with max cdr thats 0.2 seconds
