Lich Bane Completion Inefficient Early Due to Opportunity Costs

Ever since the lich bane nerf awhile back the item hasn't been cost efficient as an early buy when accounting for opportunity cost. What I mean by this is that 100% of your base ad would often times be similar to 75% base ad +50% ap early on. Thus the combination cost made it inefficient relative to simply buying sheen and investing the money you would have spent for lich bane into components for other items. Since the the "break even point" when looking at opportunity cost was ~200ap, this often lead to wacky build paths that clogged up your item slots and was often outclassed by other combined items that received significant efficiency boosts (e.g., morellonomicon, zhonya).

The 10% CDR on the item is a huge step forward to adding some power back into the item in general, but doesn't resolve this issue of opportunity cost. Are there any plans on correcting this so that the item is always more efficient when combined compared to having components of Lich Bane and other items? I believe it is currently the only item in the game that the relative benefit is so unclear and misleading.
