Short question and i want short answer, cause it seem like it legal this days that one or more players just rage quit or troll or afk whenever they want.
it seem the report system doesn't work anymore and no one care or it just the system allow it somehow.
Most often you wont get feedback on reports you make
But logging on today I got one so yes it does work.

It has always "worked" this way. Going afk is only punishable if you do that on a regular basis. Ragequitting from time to time has never been punishable. And, I guess, will never be.
short answer: both. players can afk with little to no punishments in return and the report system won't do shit to those that deserve it
