when will afking be punished

I have counted, in the last 20 games I have played (across all game mods) there have been 8 which have had a AFK. I don't understand why this goes unpunished. Why is there not -24/72/week long bans given out. People may say that there may be technical issues, but I am so over it, use the 24 hours to fix your computer/net. It is SOOOOOO unfair when this happens. when will there be a proper approach to fixing this?
