Rabadon's is overcosted and mostly useless now

gives more straight damage unless you have an ABSURD amount of ap already ( after he's built several ap heavy items, you'll still build void staff first) or other things (health, cooldowns) being significantly better. It's not even that great of a last-item finishing you up unless you happen to be a support that gains bolstered bubbles and healing from it.

Actually I find that building tanky on mages that have enough burst is the way to go.

For example, on akali now I tend to go gunblade>sunfire+triforce>situational items. AP was great and all, but this gives me a lot of resets and I still burst really hard.

Like on Veigar I went morellonomican deadman's zhonya's ninja tabi (though that was mostly because enemy team was all AD). Last Items would have been void staff+ ludens or something.
