Is Rakan any Good?

From my experience, I feel like Rakan is a really good champion. His engage is brain dead easy and very reliable. However, I'm aware a lot of people beg to differ because his win rate has yet to breach 50%. In this video I discuss how I'm able to play him effectively and win in higher elos but I'm curious as to what experiences other people are having with the champion. What are your thoughts on Rakan?
