as a Darius main, I can say, he does not need a rework.

Despite his horrible winrate, I think darius is very balanced. He takes a big of learning to understand, but I think any buff to him now will overpower him when people finally understand him. I'm having alot of success with him now simply because people don't really understand what he's capable of, and they underestimate him. The right runes, an unorthadox build, and a bit of game understanding as he is now, has made him quite strong. He doesn't need a buff, people just need to understand him.
