Really this item 
duskblade is pretty useless on most champs. Cuz champs that build it are rengar
, zed
, talon
, kha'zix
. These champs already 100-0 without duskblade. My suggestion was that can we make it proc on enemy below like 30% current health. That can make it possible for adc to build it and for aa without needing to all-in(rengar in lane)
My assumption before release was that duskblade was only gonna proc dmg after you stopped hitting. So continuous dmg refreshes the mark until 2 seconds go without you doing dmg. This would allow for cool fade away kills for every champion that builds it. I'm not sure if that makes the item much better or too accessible to other classes. I think it's a much neater mechanic though.
The whole reason to get duskblade is for when you are behind. . . if you are ahead it's less useful. Or if you play burst bruiser types who only get a single revolution of abilities then get kited while the enemy is at 10% health (oops, duskblade, surprise! they just died anyhow).
I've seen Draven and Jhin to get it.
