I know it will take a lot more than this to make 
a better, more viable champion, but would it be a step in the right direction if Riot added a debuff to any enemies that walk over caretaker's shrine? Perhaps making them slower or raising allies' armor and magic pen towards the enemy champ that defiled the shrine?
I think Riot intended for his Healing cookies to just die if stepped on. Their shouldn't be any deterrents to destroying Bard's cookies. Imagine if you were rooted for half a second because you fell in when you collapsed Rek'sai's tunnel?
Bard was played in MSI, so his Balance is Probably close. I might suggest increasing the MS boost on the shrine, or remove the decaying portion of the MS boost. Something to give him slightly better utility.
I really like this Idea. Would it be cool, if this doesn't get enough attention, I repost this idea maybe tommorow?

Bard is pretty balanced. You just have to know how to play him.
Bard's fine where he is.
The thing with Bard is, he actually is balanced. Just an extremely situational pick. You need to know exactly what team comps / enemy comps it is safe to pick him into.
He is really bad against lane bully supports / AD carries since they can dive your carry easily when your roaming. And if your AD carry is someone who lacks safety on their own, Bard is a bad pick.
He fills a small niche which is fine. We kind of need more champions like this.
No, it would be too powerful randomly adding another zoning tool to bard's kit. Especially at jungle chokepoints. That's not what the spell is intended to do. Bard is fine as is honestly...
Probably the opposite of the point of this thread but I have been thinking bard shrine should give 5 gold to enemies that take it
