Doe Graves need yet another nef?

It feels like a good Graves shits on literally all JGs early while farming faster, waveclearing easily + taking turrets, and scaling better on top of it. The craziest part is that he's a ranged tank. It's amazing how broken he was on release but it still feels like he's broken when played well. The sad thing is he's also hard to catch when he steals your JG or tried to one shot you. He'll just dash over walls and not have the slightest worry. I got one shot walking to Raptors before I could even E as a WW with Cinderhulk and Titanic Hydra. Graves was ahead but not enormously so. Literally not one jungle I've played actually was able to deal with a good Graves. Maybe Shaco can since he's busted too. Idk.
