No costs or cooldowns.

It kind of baffles me that the manaless/energy champions (besides Garen) have extremely low cooldowns relative to every other champion in the game, alongside their lack of costs.

On a side note, Spellvamp was supposedly too strong for mages, but more mobile champions with higher scalings and no costs were changed to have more synergy with its AD.
