Future gameplay: changes to runes & masteries

How will this change affect non-meta picks?

I have friends who enjoy critlsticks and atkspeed/crit jg braum, or the infamous AP blitz, or Yasuo support (screw all of you, lol). I read a comment saying that riot will do their best to acknowledge off-meta strategies... can anyone elaborate?
