Lets Fix Bard in 5.25

Bard - the Wandering Caretaker

Ultimately Bard has massive pitfalls where he should have exploitable weaknesses. Since release we have done nothing but buff him, the truly helpful buffs being changes to his passive in 5.7 and the 5.17 changes. Currently planned changes will not accomplish their intended goals, but rather ensure that when the core of the problems that burden him is actually dealt with that Bard will be completely overbearing. In my opinion the following changes would allow Bard "to access that early game fantasy" in a healthy and fair way.

NERFS:

  1. Q Revert to base damage and base scaling --------- 80/125/170/215/260 (+0.65 Ability Power) => (75/100/145/180/215 (+.5 Ability Power)

  2. W Revert to mana cost and heal ratios (currently proposed buff for 5.24) --------- 90 mana at all ranks => 100/105/110/115/120 --------- min 0.3AP => min 0.2AP //// max 0.6AP => max 0.45

BUFFS:

  1. Passive -------- Chimes spawn every 0:50 in pairs (excluding 1:40 and 2:30), cannot spawn in enemy jungle for first 5:00 => Chimes spawn every 0:25, cannot spawn in the enemy jungle for the first 5:00 [Potential chimes gathered @2:05 3=>5 & @5:00 10=>12]

  2. E New Passive Component ------- Bard's Meeps and Q gain bonus range based off rank in E ------- +0 Range at all ranks => +10/+20/+30/+40/+50 ------- (Rank 5 Meep auto range 500 => 550 and Q 500/1000 => 550/1100)

  3. W Bugfix (Bugged Since 5.8) ------ Props igobananas ------ When self-cast Bard currently places a shrine immediately beneath him instead of using the cast animation that he uses on his allies. This results in a interruption of his movement commands and heals him for slightly more hp than it should. When using self cast W, Bard should use the same animation that he uses when cast directly on allies and shouldn't interrupt his movement (Think Nami W)

Summary of Goals Encourage the highest win % skill order Q/W/Q/E/Q/R => R/Q/E/W Encourage Utility Builds over AP Builds Soften early game match-ups by letting him access the power ALREADY in his kit -------- (potential 5 chimes @ 2:05 instead of potential 6 chimes @ 3:20 ) -------- Bugfixed W so you can juke skillshots as well as you manage your mana
