The problem with lucian isnt that he is op. If he were then he would have a decent ban rate.

The problem is that the adc's not named ezreal or caitlyn are complete wimps in lane and their supports need to 2v1 in order to survive lane. However any support that can 2v1 WOULD be overpowered.

The solution is not to nerf lucian. The solution is to remove the 2v1 factor in bot lane when he is there or to buff adc's. But if you buff adc then they show up anywhere. Therefor you remove the 2v1 factor, which is the support sadly.
