What Sorcery needs is a rearrangement of its runes

Sorcery tree is suffering from poor rune choices. Not because the runes suck but because they are placed badly. Sorcery has weak synergy with itself which had lead to players to picking the most useful runes overall in each row.

There are definitely other issues with the tree (absolute focus) but this is what has been the main issue with the tree.

Celerity should be moved to row 4, Nullifying Orb to row 3, and Waterwalking to row 2.
