Sterak for AA champs who don't benefit from bonus ad

I think with the recent nerfs has become niche. viable on champions with spells that scale off %AD (as opposed to just bonus ad) like q, e, , , q, q, passive, yi q, maybe q... q,w, & e. . Come to think of it its not that niche. But certainly less prominent than it used to be.

As well as on champions that can make great use of procs. I wish we had a that applied on hit 25% of your base ad as magic damage. that would be cool for the likes of , , , . . , (phoenix stance). , true we have wits end, but sometimes you don't need the bonus attack speed. you might have it from runes, your kit, or another item could even pair well with wits end.

maybe instead of a shield give health regen, more when low.
