AS/on-hit Kog'Maw will scale faster than before in 6.3 because the AS passive is being moved from Q to W. However, this is a fairly neutral to negative change for an AP mid poke style and that's where he has suffered the most after the rework. He was usually picked for his strong poke and it's now only conditionally useful despite having higher higher mana costs.
The 15 minimum damage added to Kog's W is actually a pretty great way to buff his early game.
Now if only we can convince Riot to get rid of the 2% base damage and revert him back to 1.25% HP damage per 100 total AD 'n keep the 15 base damage.
He might also be a good cheese jungler now. What I mean by "cheese jungler" is that he really shouldn't work if players are competent and the team is grouping vs you/counterjungling and pushing their early leads. Kog has pretty mediocre ganks with no hard CC or gap closer, is extremely squishy and Kog JG would involve farming up Devourer stacks. It's honestly going to be really bad vs a smart jungler and not only can something like Graves, Elise, Lee etc. take your jungle camps, but they will kill you very fast since Kog has no escape.
HOWEVER, if the other jg decides to afk farm his own jungler or only gank lanes but fail at it etc. you will be a monster after Sated-Rageblade-Runaan's. As long as your team has a frontline and engage, you can just shred people. I think until something like high Plat, it will be quite viable because most junglers won't know how to counter it.
