why i cant buy items or move in game ?

i try to recconect and all but i still cant. yesterday i play normal and today i cant + i get 20 min for 5 games wtf ? my mouse and keybord works, but in game i can only drag mouse and nothing else

Server is down for maintenance

If you get a penalty for the server shut down I'd contact riot support. Boards is usually your best option under help&Support for actually getting a legit response out of riot. Otherwise youd have to wait a week and by then your suspension is up..
