@Riot, may we have some context on the Skarner nerfs please?

Because at this point i can't find any good reason. I mean, Skarner is not anymore the oppressive monster that he was right after the juggernaut rework. And those nerfs are kind of heavy - hitting, now that he's balanced. Thank You for eventually giving an answer about this.
