Rito, you need an algorithm to queue people who don't dodge

Had 5 queues dodged in a row. Seems like it's getting harder and harder to join a game. Frustation rises to lvl 9001 when someone dodges as the timer has 1 sec left.

Develop an algorithm to try to queue up people that tend to not dodge.
