Is it time for new mastery pages?

So its been more than a year with these mastery pages, the offensive and support pages are both strong and seem fairly balanced. The Defensive page by comparison is really weak, so weak that tanks don't even use it past 9 points most of the time.

Champions that are built to be tank have high base damages innately and the defense tree is too weak to be worth taking. So currently we have all these tank champs running around which by the way have the cheapest items, and they have offensive mastery pages so they get all this free damage from the mastery pages and don't lose anything from not taking the defensive page. They sometimes buy one offensive item and can absolutely destroy everyone Mages, Assasins, and even ADCs. if I'm not on Vayne I'm probably not going to win that 1v1 against the tank sitting on me with cinderhulk thornmail.

So is it time for new mastery pages, or maybe a change to the defensive tree to make it more viable?
