Nerfs vs Clunk or "skillcap".

am I the only one who thinks that Riot should add some clunk to champions that are just too fluid like Ekko, Leblanc, and Camille as opposed to just nerfs? Fizz is arguably a way more balanced champ now that his ult is harder to land, why not take this design principle with other permabanned champs? This is one of the reasons Janna has a higher winrate than other supports, there isn't much clunk in her kit, most of her abilities are instant with no delay as opposed to other supports that have delayed animations to their abilities.
