Gankplank- is he a problem?

Gankplank has been a terror ever since the rework. So much pro-play exposure. At worlds last year 100% pick-ban. And he's still so relevant. I like the rework. It gives him both strengths and weaknesses while protecting his core identity.

But I feel like GP is too safe a pick. He can be picked in to any lane matchup. Yes Riven, and maybe Gnar can do well against him, but if played smart he'll still get more gold through his passive. He can use Q to farm and harass and become a late game monster. And his waveclear becomes incredibly annoying. And it's not easy to react against good barrel placements, especially as a immobile squishy

He has barely any Mana issue. And now, the Armor Pen build is making him more of a terror than before. Here's how I feel GP should be toned down. Let me know what you think-

1. His Mana- GP barely has any mana issue throughout the game. I feel this is absurd. Honestly, I feel that Essence Reaver should be a core build on him.
2. Armor pen build- Armor pen build has become a terror on GP, Jhin, Lucian and MF. There needs to be some sort of give and take. Armor pen should be good against squishies, but with GP's barrel passive, it's great against tanks too. There needs to be some sort of give and take with that passive when it comes to armor pen build.
3. Crit, what crit-> Crit used to be a big big core of GP, now he barely makes any crit. I think we need to incentivize crit on GP.
4. ULT- GP's ult is the biggest issue. I feel his Ult is way too strong for someone who has an easy time gaining gold, dealing incredible amount of dmg, and being safe (orange). The dmg on his ult definitely needs to be toned down. My vision- significantly lower dmg in the outer part and increase the inner part dmg than it is right now.

Let me know what you guys think. I'm definitely not that good with GP, but I've been on the receiving end of good gankplanks and it does not feel good. I auto his barrels to stop his dmg every time, but his ult chunks half my health, and his parley does absurd dmg too. I really want to know what the community thinks. Please don't flame. I may not have a good understanding of the champion.
