Is there ever going to be a "Siege Mode" Champion ala Sgt. Hammer?

Before you say "Xerath" or "Jhin", they aren't designed for siege.

I'm sure Riot will dislike the idea of any Champion who enters a static siege mode for longer ranged auto-attacks, as they want to keep LoL mobile. But playing a lot of HoTS, you find that Sgt. Hammer works when you build a team around her. Perfect choice when your opponent is trying to turtle and you want to blast them out.

I'd love to see some of Sgt. Hammer's gameplay adapted into LoL (not a carbon copy, mind you), but would this be of interest to anyone else?
