How do you effectively report bots?

I added a kid to my friend lists that has a match history of all bot games. all but 2 games was at least 0-10. was botting the last 2 times ive played with him. hes always just running down mid and constantly in a match farming ip at the expense of other people carrying him. he obviously hasnt been banned yet and its been at least a week of watching him farm free ip.

i cant get screenshots of match history, summ name, etc but cant post here.

should 100% be a perma ban on his account with no discussion imo and idk why anyone would disagree.

what do i do to report kids like this? the post game report isnt effective in the slightest unless someone says hey top you suck and gets banned...for actually playing. lol thats ripped.
