Key fragments not dropping

Hello. I just hit level 30 the other day on my semi-fresh account. In leveling to 30 and playing a decent bit of games I have not gotten a single key fragment. I can't even open the first premium chest that is given when I click on the loot screen. (I used my first key that is given for free on a regular chest on accident) and since then I haven't gotten any more fragments. I'm wondering what is the chances of getting a key or if it is no longer possible to get them in games. Thanks.
