Why you cant Stop Pyke E speed even if you auto ?

I think you mean his W. But his W's speed boost is not contingent on being in or out of combat like Sol's E. It's a percentile speed boost that decays over the duration, and gives him camo. He needs it because he's an assassin and has to have some sort of escape tool to get in and out.
