Got 11 LP for a game I just won in ranked around g1-p5 elo I usually get 24 LP per game and the last 2 games i played I got 24 LP Each
Why did I get a significantly reduced amount of LP? Was it because of the server restart or... because the enemy team got a loss prevented?

There was probably a loss prevented. You only get about 50% gain if the enemy got a loss prevented.
Almost certainly because of loss prevented. You get less LP for loss prevented games, regardless if it actually impacted the game or not.
Server restart is loss forgiven.
