Why is riot obsessed with bot lane?

with so many streamers, youtubers, and players in general, crying for top lane to be looked at, it made me really look at the patches and such for some time now.. and it seems like Bot lane, and (of course) more specifically ADC, get the most tweaks and touch ups and such.. Why can't riot just leave bot lane alone, ADC's have been on the decline for some time now, jumping through hoops to stay relevent, to the point where they had to change support items to fix the fact that ADCs are abusing them.. Before that it was ardent censor.. they jsut always focus bot lane.. idk, i'm a sh**ty bronze player, so maybe i just don't see whatever i should be seeing, i jsut feel like if they left bot lane alone, and focused on top, maybe mid (coughZoeOneHittingPeoplecough) [slayer-jinx-unamused]
