When will Riot start talking about the bigger changes coming in preseason?

Last year we got news that runes were being replaced way, waaaaayyyyy in advance. It's obvious why, the rune update was planned to be and did end up being the largest gameplay update in the history of the game, topped only by +5 AD.

Maybe we've just been spoiled the last few years by how open Riot is with what's in development. We've got champion roadmaps that give us a good idea of the class and theme of a champ before they come out, reworks are announced and kit details are sometimes announced in advance, we have rioters on the forums talking about balance changes a few patches out. Part of me really misses being completely and utterly surprised by a major gameplay update, but part of me also likes to get hyped as I think about what's been teased for the future as well.

Anyways, it's no secret season 8 is basically unanimously hated. I actually think the initial preseason was fun and the fun went on for a few months despite the glaring issues everyone complained about, but the midseason updates to mages, junglers, supports, and bottom basically blew up the game and even people who were optimistic are livid now. As a flex player who played every class almost equally, I can now basically only stomach jungle and will play top or mid if I have to, avoiding bottom lane at all costs. I think that giving some clue where the game will be going for season 9 might help restore a little spark of faith in the game. I for one want surrender at 15 to not even be thought of, and want games to go for 25-40 minutes on average again with all classes playing some part in the game. I also want the classes to feel FUN again. Midseason, even if Riot says "landed" well or "is a good start," may have had the balance impact they wanted but the classes nuked are simply not fun to play and honest to god I don't care if there's a slight imbalance if it means the game isn't so unfun I don't want to participate in the game.
