IP Boost

I apologize profusely if this question has been covered already, but I am having a great amount of trouble locating any answers.

I wanted to purchase an IP boost but it seems that they combined the XP boost with the IP boost. Does this mean that if you're over level 30 that you can no longer purchase IP boosts? Or is this just a glitch? Thanks for taking the time to read this, have a good one!
