Last Whisper Armor Penetration Unique Passive

Just a little confused on the Last Whisper / Mortal Reminder / Lord Dominik's Regards. It states that the gives BONUS Armor Penetration; whereas in previous seasons I believe it would give 40% Armor Penetration.

Does this mean that it only synergies with the Armor Penetration gained from Runes / Masteries / other items?

Possibly an ignorant question, but I wasn't able to find a thread that had a elegant answer to this.

It doesn't affect base armour, only armour that your opponent buys.

So if a squishy buys 0 armour items, and doesn't run armour seals then the penetration passive of this item will have ZERO effect on them. If a tank has 70 base armour and 100 bonus, then it'll penetrate a portion of the bonus armour.

yes, thats correct. it leaves out the base armor of the champions
