Well this was about the passive but the comments helped me realize it's just the ridiculously weak damage output in human form.

THE NUMBER OF PASSIVES A CHAMPION HAS IS NOT AN INDICATOR OF STRENGTH. NUMBER IS IRRELEVANT. STRENGTH IS RELEVANT.
Rengar has THREE passives. He's not OP because of it.
People seem to forget that last season elise dominated the jungle and was one of the top 3 junglers played competitively. Her passive hasn't been changed since then.
Renekton's passive just explains how his fury works, at least Elise HAS a passive in spider form, lol
Maybe they should add these things to Elise
W-Leaping spiders (human form)
E-Deals x/x/x/x damage (human form)
Q-AP damage and a percentage of the targets health
Her human passive respawns spiderlings so you don't automatically have 4 whenever you enter spider form
This is because spiderlings are extremely good for tanking skillshots/dps, and that didn't suddenly change because she got nerfed 8 times
Her problem lies in her Q doing a retarded amount of % hp damage on a low CD, making her hard to balance since she builds full tank + magic pen and still assassinates people. Her numbers are either too high and shes OP, or too low and shes trash

As a player who mained elise from her release to her final nerfs that made her basically 100% unplayable, she has way more problems than her passive :( Riot please. But remember her passive was fine before her kit nerfs, its really not her passive that's the problems the spiderlings are great! Any good elise swaps between forms often enough so that you should look at her kit as a whole and not just a piece. Her spider form passive is rather incredible and it makes up for it. I would hesitate to say "her human form is to weak" or "spider form is to strong" because she executes combo's so fluidly that there shouldn't be a power distinguishment between forms, it should be about what they can do together.
I love Elise. I just started playing her about a week ago and I think she's been one of the more fun junglers to learn for me. I think she is very strong, very viable and has great engage/escape/chase ability. Although it does make sense why you've brought this up, I think Elise is at a mediocre place. Where those who can play her very well will do well, while those who aren't very good with her won't. Elise is still an LCS pick for junglers (C9 2 weekends ago I remember), which means she's viable. It's just the fact she isn't "OMG OP META" anymore.
If Elise had better sustain, she would be more viable. What she gets from her spiderlings is just not very useful until much later. Or more damage.
She just needs a little bit more of something. Anything.

I love that idea of Elise being able to play off her Cocoon in spider form, Adds to the character theme of a spider. Entangles them in her wed and then feeds off them. Maybe buff her damage, like and Ahri's old charm, maybe revert the cocoon speed though so its easier to dodge.
I built AD Elise in one ARAM game. It worked okay.
Elise has no passive - her "passive" is just her human/spider form swap listed somewhere else rather than on the spell - Elise is the only champion with no passive; the next champion is Syndra who doesn't get a passive until at earliest level 9
