Soraka: Casting Starcall While Running

Soraka's q ability, Starcall, needs to be able to be cast while running.

Given the add difficulty to land a hit (given the delay from when the ability is cast to when it lands) and the fact that Soraka has no real escape move, we need the ability to be able to cast this ability while running.

Take this scenario: Soraka is running away from the enemy after a failed fight or a gank and her health is low because she has been healing her team. She is being chased down by the enemy. She cast Starcall to heal herself and slow the chasing enemy down, but the delay in her running to cast causes the enemy to catch up, negating both the slow and the heal, leading to her death. By allowing her to cast while running, it will give her better survivability and be able to keep up with a lot of the champions out there right now.
