Could we please have a disable on new champions for a time?

I just lost a ranked game because of a first time Taliyah troll. Yes, i'm salty. But seriously, it was partly my fault for being a bit toxic, and I find it kind of stupid that new champions are played first time in ranked. Could we have some restriction on it? Please rito?
