Is Mord an OP AD now??

I was looking through today's patch notes and saw the work they put in on

General Losing a lot of base stats in favor of scaling. Attack Range increased. between all these rather decent ad scaling abilities (at least keeping up with the ap scaling) and his passive going off his maximum health as it is if u build him bruiser or (juggernaut) as rito would like them referred to as, and combine that with some of the new items such as Sterak's Gage

thats 25% extra ad 500 extra health and extra shield thanks to passive and even more when damaged enough.

I know it's not much but it seems extremely overpowered thoughts on any of this?
