Unlikely. Granted she can be very annoying and can potentially erase anyone quickly, without Tibbers, her kit isn't terribly oppressive. She seems to be in a good place. Feast or Famine style.

"I love playing annie.. I love her damage" Thats the problem, shes broken and OP anyone who plays annie deserves to be treated like a teemo main.
