Riot: Lucian ult no longer does 400% damage to minions on PBE?

I don't know if anyone else notice, but Lucian ult on the PBE does not seem to do 400% damage to minions anymore. Minions just soak up the damage.

So can anyone at riot clarify if this is intended or just a bug?
