Can Tibbers not apply Rylais if Annie is dead?

It's bad enough that when she's alive, surviving her burst doesn't matter because Rylai Tibbers will permaslow you and guarantee that you'll die to her next rotation anyway

But can I at least not be punished for killing her when Tibbers charges me at mach 3 with to guarantee that I'm only going to be trading kills? I feel like that'd be fair; she needs a nerf anyway, this is pretty forgiving as things go.
