This isn't normal

The last 20 games + everyone were from foreign countries playing in north america severs. How do we communicate with a team who doesn't speak your language when you're playing in a server where most people should be from north america? Also doesn't that contribute to the poor server pings on east coast? I mean people connecting from other countries? Idk but the past 20+ games for me everyone were speaking some asian language and they don't understand what i'm saying and vice versa. Can we control that?
