Holy Crap Taliyah's Q CD per rank.

Seriously, say you fixed the clunyiness of her W, or even made her W/E combo like... viable

Why does she start with a full 10second CD on her primary ability? Seriously it's her most damage focused ability, yet it starts at a massively high CD. I understand if it was too low, you'd have a little harder time dealing with the worked ground, but the best comparison is probably ziggs.

His W and E's purpose is almost completely utility, so he's given a 6 sec CD at rank 1, on his Q, which still scales down with level.

Yet despite having an extra 2 abilities (passive and ult), to deal damage with if he Q lacks the needed damage, his Q is still much more powerful than Taliyah's Q.
