So... any plans for chogath?

I don't particularly have a problem with this champion, except when someone goes full AP with him mid and still manages to get 4k max HP at level 16. Can we make the HP given on his ult scale with his max HP or something? He shouldnt be able to go full squishy and still be able to be fully tanky while flash w ring your carry.
