That is Lulu's current competitive winrate according to OP.GG.

In case you didn't know, that winrate is low. The constant stream of nerfs to her midlane game to help solidify her as a support has effectively placed Lulu's winrate there.

Now, where the problem lies is that she cannot compete with other poke-oriented supports. She can choose to use Glitterlance straight at the enemy Support/ADC or she can use Help Pix! on a minion before casting Glitterlance from there. The first scenario results in reduced damage on Glitterlance and the second case ends with more mana spent and more abilities put on cooldown for the damage of one Lux E, Zilean Q, or any other mage/support poke.

As a result, her laning capability in both midlane and botlane are rather weak and people are sometimes inclined to take her top simply because she can often harass the enemy top laner without getting punished back.

Some buffs to her mana costs and/or cooldowns would help The Fae Sorceress with her support game by fixing her poor poking capability.
