Designing Builds

I am new to the game and I instantly grew attached to Annie. I love here mechanics and her overall idea, however I cannot make a good build for her. I know I can just ask for some, or google it... I don't only want to make a build for Annie, but also learn HOW to make good builds. I cannot find a SINGLE guide to designing a good build for any character, and I only find pre-made builds... Does anyone know a good guide to designing builds,or have any tips? Thank you very much! (Unrelated, I would like to know if anyone has any other tips for noobs like myself)
