Volibear in Pro Play is Unbalanced!

I wish to address a topic of greivous wounds and why you need it to counter a mechanic such as [HEALTH REGEN] through gold purchase.
Considering too, toolkit identity. I propose a situation.
Volibears regen and health is scaled apropriately I assume for balancing. But this makes me wonder if this address to the problem he brings to the meta is technically: [HEALTHY].
*He has this passive from level one.
To counter this you need to buy the greivous wounds debuff. -This is his ideal enforcement if I understand. Why he can be considered special. His tool.-
NOW. What about his team though?
Could it be that picking volibear alone has caused a huge disparity of resources (aka gold) IF we consider this.
(Referencing one need verses the other) What does one need to succed, how hard is it to get it, and why do I need it
There is simmilar structure in the vision game to mark a simmilar phenomenna.
However a smart player will buy a [CONSUMABLE] and if he spent the item to Kill Secure. He gains definitive profit for his investment.
Ah here is the disparity!!!!
Why does the opposing team have to build greivous wounds for a few select champions (aka old sion requiring grevious wound debuffs on specific targets team wide)
Especially in regard to professional play where this item also occupies a permanent slot that allows another carry the advantage of an additional item. Where income can be quite high.
So whats what? To be frank?
