NEW PLAYERS IN RANKED GAMES!

Is there any way to implement a system for new players after they are at the level to play ranked games.So they can better understand the importance of ranked games vs normal games to learn the game,item builds,situational item builds and champion game play.Not all players learn this during leveling for some reason it seems,but if there are some certain criteria they have to obtain before doing placements and ranked games. I think this could possibly help the so called (elo hell!) and help with the over lol community.If there is a better place to post to be heard or taken into consideration please let me know. ty!
